Housing for migrant and temporary workers: standards, costs and agreements
BACKGROUNDWhy we manage housing ourselves
If you buy in housing for migrant workers from third parties, you have no control over what happens in the house. We manage our accommodation ourselves or rent it long-term, with a permanent house manager per location. They know the residents, handle small repairs and are the point of contact in case of nuisance.
For clients this mainly means peace of mind: a crew that is well housed and picked up on time arrives at the company complete. For workers it means there is a phone number that actually gets answered.
Housing standards in practice
Our accommodation is inspected annually by SNF (Stichting Normering Flexwonen); SNF certification has been applied for. The standard sets requirements for floor space per person, bathrooms and kitchens per number of residents, fire safety and facilities such as heating and internet.
In practice it comes down to this: maximum two people per room with their own bed and lockable wardrobe, one kitchen per eight people, one toilet and shower per four people, smoke detectors and fire extinguishers on every floor, and an escape plan. The inspection report is available on request.
What housing costs and what may be deducted
The worker pays a fixed amount per week for housing. That amount is based on cost price and stays within the legal limit for deductions from the minimum wage. Gas, water, electricity and internet are included.
The amount is shown as a separate line on the payslip. When signing the contract we explain what is deducted and what for, in the worker's own language.
Transport to the workplace
We plan transport per trip, not per person. Each accommodation has regular drivers and fixed departure times, matched to the shifts of the clients nearby. This means a crew arrives as a whole, not in dribs and drabs.
Transport to the regular workplace is at our expense. Trips between locations at the client's request count as time worked, as the collective labour agreement (cao) requires.
